Education Development Charges (EDC) are used by school boards to fund the school site acquisitions and other site related costs that are required to accommodate students from new development within the Region of Halton. Both residential and non-residential development in the Region of Halton are subject to EDC by the Halton Catholic District School Board and the Halton District School Board.

Education Development Charges are collected by local municipalities on behalf of the Board, and are payable at the time of building permit issuance.

2018 Education Development Charges (EDC) By-Law

On June 18, 2013, the Board adopted a region-wide 2013 EDC By-Law under the Education Act. This By-Law was a joint undertaking with the Halton District School Board (HDSB).

The 2013 EDC By-Law, which can only be in effect for a maximum of five (5) years, has an effective date range of June 24, 2013 to June 24, 2018. Since its implementation, the 2013 EDC By-Law was amended three (3) times to address increasing land values in Halton Region and to ensure that the deficit is adequately funded.

As previously mentioned, the 2013 EDC By-Law will reach its term on June 24, 2018. A new Background Study is required to update the future land requirements and the EDC for residential and non-residential developments in Halton Region. On March 21, 2018, the Board submitted the Background Study Report and the Policy Review Report to the Ministry of Education for their review, comments, and approval.

On March 23, 2018, the Board hosted the Public Stakeholder Meeting to discuss the contents of the Background Study that lead to the determination of the proposed charges.

In order to pass the new 2018 EDC By-Law, the Board is required to hold three (3) public meetings. Public meeting notices have recently been published in various newspapers across Halton Region.

All HCDSB public meetings will be held at the Catholic Education Centre, located at 802 Drury Lane, Burlington.

Important Update

Staff had previously anticipated that the Board would be able to pass the By-Law on May 15, 2018, and again on June 19, 2018. However, the Capital Policy and Programs Branch of the Ministry of Education has advised that the Ministry will not be providing any EDC By-Law approvals prior to the new Minister of Education being sworn in and briefed on EDCs.

Ministry approval is required prior to the Board being able to renew their By-Law. Currenty, we have no definite timeline as to when Ministry approval will be granted.

Consequently, our current EDC By-Law will lapse on June 23, 2018. This means that EDCs are not payable for any building permits that are issued by the municipalities on or after Monday, June 25, 2018.

EDCs are still payable for any building permits that are issued by the municipalities on or before Friday, June 22, even if the permit is picked up later. 

 

The draft Halton Catholic District School Board EDC rates for the 2018 EDC By-Law are proposed to be as follows:

As perviously mentioned, our current EDC rates for both the Halton Catholic District School Board and the Halton District School Board will only be payable if the building permit is issued by the municipality on or before Friday, June 22, 2018, even if the permit is picked up later.
